Requirements for the Malta Global Residence Program
To successfully apply for the Malta Global Residence Program,
applicants must meet specific criteria. Below are the key requirements:
Eligibility Criteria ✅
• Must be a non-EU/EEA/Swiss national.
• Must be at least 18 years old.
Non-Beneficiary Status ❌
Applicants must not be beneficiaries of any of the following tax programs:
• Residents Scheme Regulations
• High Net Worth Individuals Rules
• Malta Retirement Programme Rules
• United Nations Pensions Programme Rules
• Qualifying Employment in Innovation and Creativity Rules
• Highly Qualified Persons Rules
Financial Requirements 💵
Applicants must be in receipt of stable and regular resources that are sufficient to maintain themselves and
their dependents without recourse to the social assistance system in Malta.
Property Requirements 🏡
Applicants must own or rent a qualifying property that will serve as their
principal place of residence. The property values are as follows:
a. Owned Property:
• Immovable property situated in Malta (excluding the south of Malta): €275,000
• Immovable property situated in the south of Malta: €220,000
• Gozo: €220,000
If the immovable property was purchased before the publication date
of LN 178 of 2013 (i.e., 6th July 2013) for a consideration less than
the indicated amounts, it may still satisfy this requirement if the
individual declares that the property’s value on the date of application
is not less than the specified amounts. This declaration must be supported by:
• A separate and independent architect valuation of the property.
• An architect’s plan of the property.
The Commissioner may authorize an officer, architect,
or surveyor to have full access to the property to ascertain the declared value.
b. Rented Property:
• Immovable property situated in Malta (excluding the south of Malta): €9,600 per annum
• Immovable property situated in the south of Malta: €8,750 per annum
• Gozo: €8,750 per annum
The lease must be for a minimum of twelve months and evidenced by a certified lease agreement.
Health Insurance 🏥
• Valid health insurance coverage for you and your dependents,
providing comprehensive medical coverage in Malta.
Fit and Proper Person Requirement ✅
• Police Conduct Certificate 📜: Issued within the last 6 months, with Apostille.
• Sworn Declaration 🗣 Confirm no ongoing legal proceedings; provide details if applicable.
• Dependents 👥: Includes all dependents over 18 and household staff.
• Disclosure 📋: Authorized mandatary must report relevant circumstances.
Assessment Criteria 🔍:
• Good conduct and morals
• Reputation (no criminal record)
• Professional disqualifications
• Bankruptcy status
• Serious offences (e.g., terrorism)
• Honesty with authorities
Note: Non-English documents need certified translations.
Language Requirement 🗣️
Applicants must be able to adequately communicate in one
of the official languages of Malta. The authorized
registered mandatary must make a declaration to this effect in Part 6 of the application form.
📄 Where available, certified true copies of any certifications proving that
this requirement is satisfied should be attached and submitted with the application documentation.
🔍 Furthermore, the Commissioner reserves the right to request an informal meeting with the applicant to ensure that this requirement is met.
Administrative Fee Requirement 💰
• A non-refundable administrative fee must be paid for any application
for special tax status under the Global Residence Programme.
• The fee is €6,000 or €5,500 > if the qualifying owned property is located in the south of Malta.
• If applying for the reduced fee, the qualifying property must be purchased by the time of application submission.
• Payment must be made via bank draft payable to the
Commissioner for Revenue.
Commitment to Maintain Residence 🏠
• You must commit to residing in Malta for a minimum
of 183 days per year to maintain your residence status.

obtained from our office or the relevant government authority.
Passport Copies 📄
• Clear copies of your valid passport
(and those of any dependents) showing personal details and expiration dates.
Proof of Financial Resources 💵
• Bank statements or financial statements demonstrating stable
income or sufficient funds to support yourself and your dependents.
Property Documentation 🏡
• Evidence of property purchase (title deed or sales agreement) or rental
agreement (including a lease contract) meeting the program's requirements.
Health Insurance Certificate 🏥
• A valid health insurance policy covering you and your dependents for medical expenses in Malta.
Police Conduct Certificate 🕵️
• A police clearance certificate from your country of origin and any country where you
have resided for more than six months in the last ten years.

• Birth certificates or marriage certificates to
establish relationships with dependents included in the application.
