    What is MPRP?


    The MPRP is regulated by national law and aligned with EU directives on residency rights. The Residency Malta Agency (RMA) is the official body responsible for administering and overseeing all aspects of Malta's residency programs, ensuring compliance with national and EU legal standards. Through the MPRP, third-country nationals can acquire permanent residency in Malta, offering a gateway to the Schengen Zone and the benefits of living in a safe, economically vibrant EU state.

    Expenses


    • A non-refundable contribution of €28,000 if the applicant purchases property, or €58,000 if the applicant rents property. This contribution supports various Maltese governmental projects and public services.
    • A €40,000 administration fee is required, which includes a €10,000 non-refundable deposit upon application submission. The remaining €30,000 is payable upon approval.
    • Applicants must either purchase property with a minimum value of €300,000 in Gozo or the south of Malta, or €350,000 elsewhere in Malta. Alternatively, they can lease a property with an annual rent of €10,000 in Gozo or the south of Malta, or €12,000 in other regions.
    • A €2,000 donation to a Maltese NGO, supporting local charities or philanthropic causes, is a requirement of the program.

    Key Requirements


    • Applicants are to be financially stable, healthy, of good non-criminal conduct and ready to invest in the state and its real estate industry.
    • A clean non-criminal conduct is imperative for MPRP success and a valid travel document is a must.
    • Although each applicant will be covered by a local health policy, they must still present proof that they are not suffering from any serious illness nor are carriers of an actively virulent contagious disease.
    • To present proof of individual or marital holding of more than €500,000 as capital assets, of which €150,000 is liquid.
    • Financial investment - for property purchase you need to invest a minimum of €300,000 in the south of Malta or Gozo, or €350,000 elsewhere in Malta. Alternatively, you can lease a property for at least €10,000 per annum in the south of Malta or Gozo or €12,000 per annum in other areas. The mandatory contribution to Government is a non-refundable admin fee of €40,000 and €28,000 if purchasing property or €58,000 if renting. Other fees include an additional €7,500 for each dependent parent or grandparent of the main applicant or spouse. A mandatory donation of €2,000 to a philanthropic or other local NGO registered in Malta, is also required.

    List of Documents required for the application


    • Letter of Intent
    • Agent proof of due diligence (KYC) and covering letter
    • Proof and source of wealth and funds
    • Proof that funds were legally obtained
    • Bank statements from country of origin showing active banking
    • Valid passport of all individuals within the application
    • PCC of all individuals above the age of 18

    Proof of family relationship, such as:

    • Marriage certificate
    • Birth certificate
    • Divorce certificate (if applicable)
    • Custody documents (if applicable)
    • Biometric data for MA and any dependent over the age of 12
    • Medical reports for yourself and your dependents. Medical reports are required to prove you do not have any contagious disease that could endanger public health in Malta

    • IF applicable, Change of Name document
    • IF minor dependents are included in the application, parents’ declaration is required. IF custody was awarded, relative documentation must be provided.

    • Joint bank accounts
    • Proof of relationship
    • Notarised affidavits from relationship witness
    • Proof of accommodation (following Approval in Principle)
    • N.B. Any documentation that is submitted for vetting and is not in the English language, must be accompanied by a certified translation.
    • N.B. Any documentation that was created in a state not recognised within the Hague Convention is required to be notarised and legalised prior to submission

Q1. Can I work in Malta after being granted permanent residence status via MPRP?
While the MPRP grants residency, it does not automatically provide the right to work in Malta. If you intend to work, you may need to apply for a separate work permit.
Q2. What are my accommodation options?
One can opt to rent or purchase an individual property with not limitations. Co-habitation is not a choice.
Q3. Can I choose an accommodation and half way through my permit, change my address?
Of course, one can apply for a change of address online by submitting a filled in change-in-application form
Q4. What about de facto partnerships, is there a less chance of approval?
Absolutely not! More documentation is required in such cases, but sexual orientation is not a factor that affects the probability of success. Malta is deemed as an EU leader in civil society rights, and the state takes all the necessary precautions to be without prejudice.
Q5. Which nationalities are restricted from visa approval?

Q6. What is the Schengen Zone?
A political concept that includes one big border around all EU countries (except for Cyprus and Ireland) together with Iceland, Norway, Switzerland and Liechtenstein and the dropping of all borders within the zone, thus guaranteeing free movement to more than 425 million citizens. This means that these citizens would not require expenses (both in time and money) on visa’s to travel, work and live in an EU country.
Q7. Is there a minimum stay requirement under the MPRP?
No, there is no minimum stay requirement under the MPRP. You are not obligated to live in Malta full-time to retain your residency status.
Q8. Does the MPRP grant citizenship?
No, the MPRP grants permanent residency, not citizenship. However, after residing in Malta for several years and fulfilling the necessary requirements, you may be eligible to apply for naturalization through a separate process.
